Most fleet maintenance plans fail in the same place. Not the servicing itself, but the gap between what the schedule says and what actually happens when a prime mover is 400km from the nearest workshop with a brake fault at 4pm on a Friday.
A schedule that works closes that gap. It sets out what gets checked and when, who records it, what happens the moment a fault is found, and where each type of repair actually goes. That last point matters more than most operators expect. The difference between a job a mobile technician can finish on-site and one that needs a workshop with a chassis jig is the difference between two hours off the road and two days.
This guide walks through what a heavy vehicle maintenance schedule should include, built around Australian regulatory expectations rather than overseas service templates written in miles.
The National Heavy Vehicle Regulator’s 2024 National Roadworthiness Survey inspected 9,082 vehicles and combinations, the largest health check ever run on the national fleet. Three quarters passed. But roughly a third of units carried multiple defects, slightly worse than the 2021 result, and brakes remained the single most common problem, followed by engine driveline and exhaust, steering, and suspension. The regulator publishes defect breakdowns by vehicle type so operators can check their own maintenance systems against the most common failures.
Those figures are worth sitting with, because they are not describing neglected trucks. Plenty of defective vehicles are on a service schedule. They are on a schedule that services the vehicle at the right interval and checks the wrong things in between.
A complete plan covers six components: intervals, daily checks, tiered service levels, fault handling, repair routing, and records.
Under the National Heavy Vehicle Accreditation Scheme, a maintenance management system must include schedules providing for periodic maintenance at defined intervals of time, distance or hours of use. All three, not whichever is most convenient.
Distance alone is the most common mistake. A refuse truck, concrete agitator or quarry tipper racks up enormous engine and hydraulic wear across very few kilometres, while a linehaul unit running Brisbane to Perth accumulates kilometres under comparatively gentle duty. Service both on odometer readings and you will over-service one and badly under-service the other.
Group assets by duty cycle rather than vehicle type, then set the trigger that best reflects wear for each group. Engine hours usually tell the truer story for vocational and PTO-heavy units; distance works for linehaul. Time-based limits sit underneath both as a backstop, because seals, fluids and batteries degrade whether the vehicle moves or not.
The daily pre-start check runs 300 times a year, and it is the part of the plan most likely to be done informally and never written down. Under NHVAS maintenance accreditation, operators need a documented process showing how daily checks are completed and recorded, not just an expectation that drivers walk around the vehicle.
Given what the survey found, weight the daily check toward the systems that actually fail:
Five to ten minutes per vehicle. The value only exists if the result is captured somewhere the maintenance manager can see it.
Rather than one service specification applied to everything, most well-run fleets use three tiers. Adjust the triggers to your own duty cycles, but the structure holds:
Set tier triggers against whichever measure drives wear for that asset group, then layer statutory inspection dates over the top so a Level B or C service lands shortly before an inspection is due rather than shortly after.
This is the section most maintenance plans skip, and the one auditors examine most closely. Finding a fault is easy. Proving what happened next is where systems fall over. Your plan needs a documented path from identification to rectification:
The named-decision-maker requirement catches people out. “We monitored it” is not defensible without a record showing who decided, on what basis, and by when it had to be fixed.
Every fleet maintenance plan should state in advance which categories of work get a mobile response and which get transported. Deciding this at the roadside under pressure is how a half-day job becomes a three-day job. A mobile callout is genuinely capable, and it is also genuinely limited. Here is where the line sits.
A callout can usually resolve: scheduled fluid and filter servicing, brake adjustment and lining replacement, air system leaks and valve replacement, lighting and wiring faults, hose and belt failures, batteries and charging faults, minor body hardware and door issues, and reading fault codes to establish whether the vehicle is safe to move.
A callout cannot resolve: anything structural. Chassis or cab misalignment needs a workshop, because chassis straightening and realignment depends on referenced measurement points and a jig that cannot be replicated at the roadside. The same applies to refinishing work needing booth conditions to cure, major engine or driveline rebuilds, fibreglass and panel repair, and anything requiring post-repair validation such as brake roller testing or a road test under load.
The grey zone is diagnostics. A roadside scan tool will pull codes and tell you whether a vehicle should be driven. It will rarely confirm root cause. Intermittent electrical faults, EBS and ABS behaviour, network and voltage-drop issues, and boost or after-treatment problems need oscilloscope captures, pin and load testing, and a post-repair scan to verify nothing is left pending. That level of heavy vehicle diagnostics is workshop work, and treating a roadside code read as a diagnosis is how the same fault returns three weeks later.
Write the split into your plan and agree it with your repair partner before you need it. Your maintenance manager then stops making that call at 4pm on a Friday.
Records are not administrative overhead. Under accreditation they are the evidence that your written procedures were actually followed, and they must be current and retained.
Hold per-vehicle records covering service history against schedule, completed daily checks, fault reports and their rectification outcomes, statutory inspection certificates, and a training register showing everyone involved in identifying and rectifying faults has been trained in the relevant procedures. Whether that lives in software or a well-kept folder matters far less than whether it is complete and current.
Fleet maintenance management is the system an operator uses to keep vehicles safe, compliant and available. It covers scheduled servicing, daily checks, fault reporting and rectification, repair routing and record keeping, along with the compliance obligations attached to those activities.
Start with the manufacturer’s recommendations, then adjust for duty cycle and operating conditions. Set the trigger on whichever measure best reflects wear, usually engine hours for vocational work and distance for linehaul, with a time-based backstop. Review quarterly and tighten intervals for any asset showing repeat faults.
Cost varies so much with vehicle type, age, duty cycle and fleet size that published per-vehicle figures are close to meaningless. The useful comparison is scheduled maintenance cost against unplanned downtime, including missed delivery windows and contract penalties. Most operators find the planned side is cheaper by a wide margin.
A technician attends your depot or roadside location with tooling and common parts, and completes work that does not require workshop equipment. It suits scheduled servicing, brake and air system work, electrical faults and fluid changes. Structural repair, refinishing, and diagnostics requiring load testing or post-repair verification need a workshop.
Standardise the schedule, daily check format and fault report across every site so records are directly comparable, then centralise them.
